In my case there is no message in the outbox, that shows anyway.

I had this problem recently. There was an unsent message in the outbox. On the left hand side of the WLM window there is a list of Folders. Just above the 'Storage Folders' section is the Outbox folder. In my case there was an email in there I had tried to send to an invalid address. I deleted this email and that fixed the problem.
